Senate Ways and Means Committee

Senator Masterson, Senator Abrams and members of the Senate Ways and Means Committee, thank you very much for the opportunity to be here today and testify on S.B. 278. 

I am Gary Reser, executive vice president of the Kansas Veterinary Medical Association (KVMA).The KVMA represents and advocates on behalf of the Kansas veterinary profession through various legislative, regulatory, educational, communications and public awareness programs. 

The KVMA respectfully requests members of the Senate Ways and Means Committee to vote yes on S.B. 278 and recommend it favorably for passage.   

As you recall, the 2013 Kansas Legislature passed S.B. 271, establishing a five member task force to study a possible merger of the Kansas Board of Veterinary Examiners (KBVE) with the Kansas Dept. of Agriculture (KDA). 

Among other things, the task force was directed to identify KBVE performance benchmarks, make recommendations for organizational structures that optimize KBVE agency efficiencies, determine the best location for the KBVE, and perhaps most importantly, remain unbiased and objective.

 The task force was composed of a representative from the KDA, KBVE, Kansas Animal Health Division and the American Assn. of Veterinary State Boards.  I was the fifth member of the task force and represented the KVMA. 

After six meetings and a conference call stretching over a six month period, the task force voted unanimously in December to approve a two year trial merger between the KBVE and the KDA beginning July 1, 2014 and ending with a June 30, 2016 sunset provision. 

The KVMA Board voted unanimously on Thursday, January 16 to support the two year trial merger of the KBVE and the KDA with a sunset provision approach reflected in S.B. 278. 

Once again, the KVMA urges you to vote yes on S.B. 278 and report it favorably for passage.
